Full Paper The study will determine relevant aspects that pertain to the functions and roles of strategic managementprocess of a certain institution so that to monitor work performance of employees that will be the basis for the assessment as a consultant. Here, the study will analyze the function of tactical management in a chosen organization that will identify potential advantages, as well as challenges that can be faced with the promulgation of management policies. Furthermore, the study will try to find out all kinds of necessary implications and recommendations that will be associated with the strategic management that plays a key role in the performance of employees. Description of Organization and Strategy Strategic management pertains with the aspect of strengthening the performance of employees, as well as managers to help improve the company’s performance and increase their service proficiencies. Concerning strategic management, this study will dwell on performance management as it is believed to be the core function of strategic management to help employees to improve their skills, knowledge and attitude within a workplace. Employee performance is important because this is a base for having long-term relationship with clients who will become potentially returning clients that will be seeking health care services. Employee performance won’t be able to become competitive without the guidance of strategic management because this is one of the most reliable tools to maintain the highest possible professionalism which can be applied to the organization’s employees. As a consultant, it is essential to provide a brief examination of the organization’s performance to determine all kinds of employee performance that will be the center for improvement. The study has chosen health care organization because health care organizations are, to some extent, based on employee’s performance due to the health care services they offer to clients needing medical attention. Health care organization has its own management structures that are operated by different non-medical employees and staff members to handle non-medical related activities. This includes human resources management that is responsible for structuring staff positions to make work limitations for staff in order to to work efficiently, as well as to increase the organized structure of the health care organization. This study will seek to find out all kinds of issues that concern management structures effecting the operations of health care organizations at a specific period of time. Health care organizations give more impression through health care services but people are not aware that there are management structures within the framework of these organizations, as showed by Luelco (2008). They have uniquely organized structure that is different from that of business organizations; that is why these organizations have unique management structures which can be relied on as a role model for other institutions. Health care organization requires significant amount of management procedures in order to create organized structure of health care services that will be available and accessible to the public. Health care organization cannot operate effectively without well-organized process of management because management helps to organize all kinds of operations and facilities that will benefit health care organization’s degree of rendering its services to the public. This study will seek to present the significance of management structure that exists within health care organizations so that the reader can understand and appreciate the study by having additional knowledge regarding management principles that can exist within other organizations, not only in health care institutions, as claimed by Castillejos (2007). Human Resources: Strategy and Role within Organizations The human resources will be governed by the supervising manager that will be responsible for improving the performance of employees, as well as restructuring the organizational positions of each employee according to his/her job description. The strategy of the human resources will assess all kinds of existing organizational structures, particularly those which provide health care services. Facilities will also be the subject of concern as a facility can influence the performance of each employee when it comes to his/her contributions to health care services. As to strategy, it will seek to consolidate all kinds of effective and non-effective procedures that will be analyzed and formulate effective plan to improve the performance of employees. A human resource manager will take active part in executive meeting to inform all managers, supervisors and stake holders about the possibility of threats and advantages. Therefore, a human resource plan is needed to analyze all the functions of each employee, namely, those that need to be improved within a specific period of time. Since the study will focus on a health care institution, it will use employee performance as a part of its strategic management process. The role of HR will be to assess all kinds of flaws and advantages that exist within the services of a health care organization as the subject of the study; it will help to improve the services of the health care professionals. As a consultant, it is vital to be involved in all the organization’s activities and participate in strategic planning process as it gives experience of the flow of management and performance by other employees. Concerning HR manager, there should be a plan based on the company’s business strategy because improving employee’s performance greatly affects the target market for the organization. Description of a Selected HR Function – Current A chosen HR function will be focused on the employees’ performance because a health care institution is a service-based business organization that is associated with saving lives. Current policies and procedures of the named company are to deliver quality health care services by using highly knowledgeable employees. The current practice created was a performance evaluation practice to determine the level of patients’ satisfaction since it was established. They introduced some benefits by providing discounts for charity patients, as well as privileges for those patients who have health insurances to cover up with their financial expenses while being confined in the health institution. In addition, the health care institution can offer cheaper medicines for patients when they are confined in the health care institution. Managing health care organizations by the HR contains complex structures as there are different kinds of issues that can be covered according to the job description of an employee in particular and staff in general. The organization’s structure is headed by the chief of the hospital who is responsible for governing the performance of doctors which are delegated to their respective departments according to their field of specialization. The responsibility of the hospital’s chief is related to that of the chief of nurses who is the second highest manager in the hospital being responsible for delegating obligations to nurse supervisors, head nurses and staff nurse. Analysis of HR Function The flow of management can be affected by different factors because management structure has different fields that can influence the performances. These factors are related to the functions of the employees, managers and staff of the health care institution associated with objectives in the area. Socio-economic factor concerns particular economic and social measures; an individual or a family with capability to sustain expenses and financial status can affect the employees’ performances. This applies to patient’s absence of insurance, which, in turn, affects the circulation of employees’ competitiveness, as stated by Luelco (2008). Preston (2004) showed that political factors might include certain variety of government policies which have a great influence over the flow of health care services within a health care institution; there are some policies, for instance, that allow standard procedures which are not carried out on a regular basis. Cultural factors show that some people from strong cultural organizations or groups cannot agree on some terms and conditions regarding business operation, specifically in health care services, due to fear of losing their traditions and cultural habits. Security factor is a critical issue which can affect performance of employees rendering health care services due to the presence of lawless elements and deeds that may include theft, corruption, robbery and other criminal acts which can destroy the organization’s system of operation. Based on management issues that affect the flow of health care operations, there are different kinds of solutions that can help solve all kinds of constraining issues related to health care organization’s level of performance. This will include restructuring of financial operational system to improve financial capability and meet target collection of finances which are essential for health care organization’s financial sustainability. The manager, as well as administrators of health care organization, should also be versatile in order to allow better opportunities and accessibility for all employees and workers so that they can perform their duties well, especially when it comes to their benefits and democracy in the working environment. Furthermore, they should also be available to any comments, as well as suggestions, that concern all kinds of working or labor issues for the sake of better working relations. Luelco (2008) indicated that comprehensive training offered in administrative, health and non-health care fields to all employees and staff currently employed in the institution to develop effective interpersonal communication etc.; to improve all angles of each worker’s performance within financial accounting perspective in dealing with issues and pressures related to their work. Program for trainings should include non-Sutter Health employees to provide livelihood training for the people of the community, which can address issues of marginalized situations and generate new professionals, as indicated by Browedicz (2005). Health care organization personnel should be keen for carrying out appropriate information from clients and encoding it into the system without errors to avoid misrepresentation and miscommunication of wrong information, as mentioned by Castillejos (2007). Prioritization and automation of account worksheets and lists, sorting account information according to date, in alphabetical order etc. should be properly maintained and proposed to be used within the accounting system for a more systematic and organized operation. There are advantages that can be sorted out from HR management structure of health care organization because these are significant structures that benefit the health care organization for continuing its objectives and providing health care services. This will include optimization of the financial capability, as well as regulation of the cash flow of health care organization in order to maintain and sustain its finances and equalize services and expenses that circulate around the institution and its departments. This effect can be attributed to the organization’s fair practice of handling its financial issues that will help to materialize all kinds of health care services that are needed by its clients or recipients. The health care organization will be able to assess and identify successful and unsuccessful health care services and to determine some pressures which have the possibility to occur in the future. The company’s action of evaluating its previous health care services will help the administrators to analyze the data on health care operation facilities that are beneficial for their management growth as a long-term process. Management can prevent internal and external socio-economical conflicts that arise and control the negative impact of financial pressures so that to motivate and mobilize health care services and financial stability in the most of institutional management’s operations. Employees and staff members will have a more comprehensive cooperation and build their trust together while at work improving the quality of health care services in order to increase the number of returning clients that seek medical treatment. According to Lamarck (2009), there are issues in the field of health care that will be solved to remove stressors for the health care organization and reach its objectives in a routine manner. While advantages in a health care organization can be evident, there are significant flaws and risks that pose a challenge to the operating a health care organization. Such a challenge is normal for a health care organization because it helps the health care organization to strengthen its performance and can establish new tactics to improve its health care services within a particular period of time. Incorrect information affects some inaccuracy of financial reports and creates difficulties in analyzing inventories as such information disrupts the circulation of health care services and causes problems which delay access of clients to all kinds of health care facilities. Loss of Data or Service due to some power interruption disrupts the process of health care services within a particular period of time and prevents accessibility of stored information; unsaved significant data, which is essential for accounting management, will be lost, as stated by Amber (2010). Management systems require a lot of expenses; accurate financial maintenance and customization is needed, which may allow disruption of funding; it takes a long time for these investments to pay off or a positive impact on all kinds of health care organizations to become evident. Accounting services are systematically manipulated so they are vulnerable for fraudulent activities that hinder profitability. It will also put the institution at risk of bankruptcy due to funds being secretly drained out or silently robbed by unethical officials. When management structure is upgraded, there will be confusion between health care workers, as well as the other staff, due to inconsistency and lack of information dissemination. Implication and Recommendation for Improvement This study makes it evident that the HR management process is extremely important as it deals with the employees’ performance within the health care organization with the aim to improve its services in the long run. In the presentation of advantages and solutions that can neutralize the most of uprising issues and pressures of health care system within the context of its health care services it seems that the solutions can work appropriately and successfully if they are properly promulgated to prevent negative feedbacks concerning health care services. Managers and administrators that are involved in providing solutions for collection of targets using accounting principles should consider the most effective proposed plan, which can satisfy its prognosis on health care operation of services. To determine which of the proposed plans should be used to monitor effects or consequences of solutions it is necessary to employ test experiments that may show success rate of such plans and their significance in providing positive results for the benefit of health care organization, as elaborated by Lamarck (2009). Continual training and escalating of team building development aimed at improving the performances of all employees should be carried out on a regular basis; a single training is not enough if there is a need to progressively develop a strong proficient activity in providing quality health care services and improving welfare for the clients. Luelco (2008) showed that regular meetings should be organized more frequently to assess and identify some benefits and threatening risks in order to address all these issues at on time and avoid any conflict of interest. Discussion on significant health care issues and events should undergo a scrutinized deliberation to farther know all hidden facts and archives that are lingering behind the scenes of events which may potentially affect health care services as a subject of improvement by human resource management, as stated by Preston (2004). As a recommendation of the study, all staff should also screen competitive new applicants to deliver quality services that will enhance collection of cash invoices properly, manage accounting performance accurately and minimize the occurrence of errors and faulty results. Lamarck (2009) explained that the policy of the administration, including its house rules and objectives, should also be improvised or revised with new and more effective principals and rules to change the pace of the operational approach and bring out new ideas for properly instigating its accounting principles. Amber (2010) stated that research, continual integration of new ideas with innovative advancement ideas and equipment should also be considered in order to determine some better strategies to cope with future pressures and problems that may arise and should be handled efficiently for the benefit of the health care organization. Health care organization should also reflect on standards of professional practice inside or outside the institutional premises promoting interpersonal harmony and communication balance among its staff and towards clients. This will provide effective strategy aimed at creating comfortable environment and positive ambiance, as well structuring trust and positive rapport resulting in efficient performance of an employee within a health care organization and other companies or organizations. Furthermore, the health care organization should implement management procedures that are effective so that their services are consistent enough to retain the quality of health care services rendered to the public and gain more returning clients. Conclusion The study has analyzed the roles and responsibilities of human resources management as an important entity, which improves the role of the health care organization specifically in the hospital setting that has a need for improvement of its employment setting performances. The study has also provided significant description, analysis and evaluation of the human resources roles and responsibilities as a form of strategic management aimed at improving the facilities and employment productivity of the health care organization in the hospital setting. And lastly, the study provided important implications and recommendations that are necessary for a health care organization to farther improve its health care services.
